Oceanis 331 Steering Lock/Damper

In the ongoing discovery of my Oceanis 331 I have a question. My steering is a Lewmar system (I think) which steers the twin rudders from an 80cm wheel. On the static central hub behind the wheel there is a knob which would appear to drive some sort of lock or damper into the steering mechanism.

Q1 Is this indeed a lock or is it some sort of damper ??

Q2 What effect should I experience when this wheel is tightened up ??

If its like the 311 (and I think it is) this is a sort of brake which is used to lock the wheel. It closes a sort of jaw onto the steering shaft. Normally you release this clamp when sailing but you can keep a bit of pressure on if you want to "damp" the wheel a bit. Its a very simple arrangement.
