The questions:
1) I guess biggest, how much does it cost to get one?
2) What are the annual? costs?
2) How long does it take and what do you need to do for measuring?
3) Does the boat need Weighing?

The boat has IRC Cert from 10 years ago, boat is a 30 year old 3/4 tonner.

Only looking to do the odd race, where and when... Am aware of the limited validity cert but not certain it will be not be accepted for one race of this series then another of that.

Final question any tips on making sure they do not rates us as fast as people think we should be  think they call it optimizing.

1) Cost for 2012 was £11.10 per metre or £9.60 per metre if you applied online (boat <18m). Not sure if costs have been published yet for next year.

2) Revalidation each year costs just slightly less.

3) Should take 14 - 28 days to receive the certificate.

4) There is no requirement for weighing in the IRC Rules. Since IRC is a self-measurement system you can measure yourself, however some races will require in their Notice of Race that entrants hold an Endorsed IRC certificate in which case you would have to weigh the boat and pay a measurer to measure.

I am just about to go through the same process as you and the above is what I have found so far... Hopefully I'm on the right track.
