Well, first thought was Pamplona, but those are cows so second was Jersey, then I saw the flag but I can't remember who uses a negative of the Swiss flag - is it Finland?

Westish in the Hispanic peninsula ? (Easy to guess 'cos the cows are standard Eurocows, not like our Brit varieties)
