I'm having new standing rigging and wondered if it is the "done thing" to replace all the clevis pins holding the lower ends of the rigging to the deck fittings etc.? (I will of course be replacing all split pins!)

I hesitate not because of cost but my original rigging is imperial, so replacement pins will be slightly smaller (eg 12mm instead of 12.7mm [1/2 inch]) allowing the pin to 'tilt' in the fitting if the load isn't absolutely even and thus bear upon a sharp edge? (although I'm not convinced they were that tight a fit to start with anyway!)

According to technical guy at Seldén: Rig failure due to shearing rig bolts/clevis pins: Unheard of.
Mine are 35 years old, so are the bottlescrews.

The clevis pin will be taking the load in shear. The pin will be something like twice or 3 times the diameter of the rigging wire. So really no concern about clevis pin failure.
It is mostly that pesky 1X19 wire that lets go suddenly without warning. IMHO rigging screws etc should be fine. You are right to replace the wire after 19 years. Good luck with that new boat.

Normally you would only replace if worn or bent, very easy to see. You should change the rigging screws with your re-rig so these will come with new pins for the bottom end anyway.

Not in my case I think as the deck fittings are made up like this

When you buy new rigging screws you specify the ends and if they come with toggles like that they will have new pins. Not suggesting you replace those if they pass a visual inspection.

They'll never fail. But if any part of your rigging fails, will your insurance company worm out of it on the grounds your clevis pins "hadn't been properly maintained"?

Ah, I thought it would only be to the threaded T-stud, I thought pin would only be included if I bought a new rigging screw like this

so thats a happy bonus!
