New maritime law come into force in Croatia!
News:1. GMDSS system is complete on all coast and now every salvage is guided from one place (Rijeka command center). Beside DSC and VHF exist emergency tel. 9155.Coast guard is equiped with new boats.
2.Every foreign yacht when entering in Croatia have to buy sticker (vigneta) which durate 1 year. At the moment I do not know vigneta price but probably it will not be less than 130 quids as it was before.
3. Every foreign yacht must report Crew who will be on board during one year but not more than twice of boat persons capacity.(!?).If inspection find new person which is not notified in Crew list they will consider that yacht is in charter( one must pay fine and charter licence for minimum half year). This is regulation which will help to fight against black charter.
4.Every foreign yacht must be registered under Croatian flag if owner want to make charter.(Same as in Greece)
So dear English friends Croatia is going with big bureaucratic steps in EU and I am not sure that forign yachts will not leave us as it was in Greece few years ago.

Hi Branko

This could be seriously bad news for us - we have a boat share in a six berth boat in Croatia. Crew list for the year would be well over twice that with four families part of the share plus guests. Do you have any idea where I might find further information (I have tried a Google). Looks like we might have to move on rather sooner than planned.

In today nautical magazine More ( croatian version of Yachting) Ministar assistant explaine that regulation regarding crew changing will be flexible in cases when it is obviouslly that changing is not because of charter. Port offices will decide regarding flexibillity(!?).
My question is : Why new law if we are not able to carry it out ?

As someone who runs a charter business in Greece I have quite a lot of time for any measures that attempt to stop the black charter market. It costs us a lot of time and money to keep our yacht up to the safety requirements, we pay big insurance premiums and have to have regular inspections. Every charter must be stamped out by the port police and we pay VAT on it.

There are a lot of boats who have 'paying guests' on board, and we know many of these people who are often very nice. Some of them quite obviously are chartering withour paying any taxes or fulfilling any safety requirements, and they can often charge a lot less than us.

It will only take one major accident or incident with an unlicenced boat with insufficient safety gear to cause a downturn in chartering, and I think these countries are trying to guard against that and to protect their local businesses.

Does anyone know what the regulations are for foreign flagged yachts chartering in the UK, out of interest?

Dear Branko,

I have understood that in the case the authorities find person on board which is not on the list, they may take your boat. This have made a lot of bad reactions in Slovenia. I have been sailing in Greece for last 2 years and there are a lot of happy boaters there. There is no final crew list one have to submit when entering Greece waters. Just the current valid list. I do not know why Croatia did this differently.

I have also sail in Greece last 2 summers. Paper work in GR is much,much harder than in CRO - but cheaper.
Regarding new regulations : everybody is versus such regulation that you must register all crew who will visit your boat during next year.I think that it is a stupidity.
We must fight with black charter because of people who legaly make charter bussines and pay a lot but not on the way as new regulation says.
I am also angry even my boat is under CRO flag and out of charter.
