New MCA regulations relating to the registration of yachts in the UK

I receive a periodic news letter from Ward and McKenzie and they make reference to new MCA regulations relating to the registration of yachts in the UK. They say the whole matter will be simplified.

Anyone know what the changes are?
 
How much more simple could registering on the SSR get? Registering on Part 1 is also a pretty simple process providing you have the correct documentation although the tonnage survey always seems superfluous for a production boat. Maybe the MCA is suggesting that the latter will be modified?
 
The tonnage survey is the bit I was wondering about. Money for old rope in the case of a production boat (I had to have a fresh one due to the previous Part 1 having expired a year or so before). And then the tonnage is a daft figure that bears no relation to reality.

There are some other improvements that I think most people would like to see, in particular the ability to check for an existing name, a facility to check progress, an end to 'carving', the facility to re-activate an expired registration, etc.
