New marina with all states of the tide entrance near Roscoff?

I read in the Yachting press (think it was Practical Boat Owner) that there is now a new marina near Roscoff in Brittany with access at all states of the tide. I am blowed if I can find the write up now. Anybody know where it is please?

I can put up with the building site if it stays at half price

ferroboat -
access is at the ferry port end, you can only see it at the last minute. I believe last year some almanacs said that access was at the far end where it is very shallow!
Traffic light control on entry / exit as Ferry gets priority.
No fuel berth yet, maybe 2014 according to staff who are very helpful.
