Quite right, they've been around since the mid-90s, mainly used for public area spotlighting.
Really arc-lamps. Most have an appreciable UV discharge and can be dangerous to vision or unprotected human skin (though they usually have an external UV filter)
Frequently available as conversion kits for cars, they are illegal in most European countries, if not OEM.
Prices currently sky-high for portable versions, but likely to drop.
I'd be very surprised if everyone on this BB hasn't seen one at some time (even if not in torch form)
