I have in mind a future possible plan for a voyage from eastern England to The Netherlands . For this I believe I will need to pass a CEVNI test and obtain an ICC for inland waters . But as far as I can see I don’t need an ICC endorsed for coastal use . Is that correct ?

From memory, if using ICC/Cevni , you need all the inland waterways rules/regs onboard, in Dutch.
 
ICC only required for vessels over 15m in length.

Not necessarily true. If you have a fast boat (capable of >20 km/h from top of my head) you need an ICC for inland waters.

Also, irrespective of size/speed of ship for some busy inland waters (think bigger harbors and access routes to those) you will also need an ICC.
 
Alant is correct. For Inland Waterways it is mandatory to carry the ANWB Almanac Part 1 on board. In at least half a dozen visits to Dutch inland waters I have never been asked for it but sods law....... Ther is lso a Part 2 Almanac which is much more useful in that it has details of marinas, stopping points, bridge heights and opening times, etc. Whilst written in Dutch, the information is reasonably intelligible.

Fantastic place to go boating BTW.
