Nelsons Birthday

Sometime in the summer, the Navy et al are going to celebrate the 200th aniversary of the Battle of Trafalgar, even though the actual date is in October.
Anybody know when the celebrating starts? I have been told that the Solent will be closed due to all the foreign warships, and the fact that Osama's friends will be whizzing around in ribs loaded with six packs
