Need to reposition my bow cleats

They would need to be mounted on cored deck. I dont know for sure but I would expect that the cores are balsa. Is there any standard procedure for doing this as a retrofit. Advice would be much appreciated.

You need to remove the core by the bolts and fill with suitable resin or ply. This stops the bolts crushing the core. Fairly easy to do but difficult to explain. West resins, etc do quite good books / leaflets on this and also on the varous mix of resins and additives. Others who are good at explaining will be along to tell how or know where the previous threads on this are.
 
Reposition deck cleats

Problems are as already said you need to reinforce the deck so that deck /balsa is not crushed by the compression of the bolts.You could use nylock nuts and not do them up too tight. However you need also to avert water getting in to the balsa so filling an enlarged void would fix that.
Lastly you need to ensure the deck is strong enough to take the loads of the cleat. Cleats near the gunwhale will have a lot more robust material to attach to than towards the middle of the deck. Consider ply backing plate or additional under deck fibreglass to carry the loads to the gunwhales. Much depends on how strong the deck is how big the cleats are and what loads you anticipate. good luck olewill
