Slightly off topic this one.

My son is interested in kayaking along the Blackwater canal, the upper parts of the river Stour, river Chelmer etc etc, basically, any quiet waters in Essex that could carry a kayak.

Does anyone know if navigation fees are required for these, and if so, who do you pay?

i would suggest as its man powered no fees
its better to beg forgiveness than seek permission :o

Its some years since I paddled the Chelmer but from the gas works to Haybridge is chargeable even for canoes, pay at the first lock house you come to. A pleasant trip is from Margareting (junction of Swan lane and Maldon road launch at the bridge) to Waterhouse lane in Chelmsford on the Wid. Or you could do from Broomfield or Little Waltham down to the gas works in Chelmsford on the Chelmer. Both trips are best done in the spring when there is plenty of water and not to much weed. The Stour from Sudbury down river is very good with a few gentile weirs to shoot but I cannot remember if you have to pay. I seem to remember a five drop wear at Nayland.
 
Many years ago, I used to canoe from Dedham Mill Pond to Cattawade sluice via Flatford and back. We had to carry the canoes at Flatford to get by. There were no fees, just a few miserable anglers to listen to as you went by......
