So you are suggesting that the ability to 'endure a wide range of sea conditions' includes no sea at all! Positive thinking? Or in the face of global warming should they be commissioning a stay at sea forever vesel, like in Water World?

So its on charter to the navy,better not use it in any conficts else they wont get the deposit back!
