Personally, I think that NASA or any other trade establishment are completely out of order talking a member of the public through the process over the phone.
This completely undermines the whole point of the system, while I am certainly not suggesting Timmy_English is undesirable, but how did NASA establish the ownership of this radio, or whether the reasons for re-programming were genuine?
If the caller is non-genuine, all manner of problems could be caused through improper use and the ability to change MMSI numbers at will.
We do reprogram DSC's for customers, I did an ICOM today, but we only do it once we have seen proof of ownership and/or we are happy that the person is who they say they are. We normally request the new MMSI number at the same time and program that in for them.
Was the customer ripped off? Haven't seen anyone get a fiver out of their wallet so quick for ages, so I don't think so.
It would be interesting to hear "Icom Jon's" veiwpoint on this.

You see just to prove I wasn't actually a "bean-counter" the application form asks you for details of the previous name and owner of the boat if you are re-licensing it. In that section you would give the relevant details and "Bob's your uncle".
As mentioned above but if you already have an existing licence licence for the boat you amend it to show the new name. You should find the Amendment form in the link in my sig file.
Just to clarify the name of a boat is not that important in the bigger scheme of things. There are very few boats in the UK with a unique name but they all have a unique callsign and MMSI if equipped and correctly licensed.

So how do you check the bona fides of the customer's ownership? If he has bought the radio at a boat jumble he is not likely to have a reciept! What do you say "no i'm not going to do it as I cannot confirm that you are the legal owner of this radio" ?
When you state that you request the new MMSI number I assume that you ask to see the person's Ship Radio Licence.
