I use something very similar for my 3rd reef as the rings and strops aren't quite long enough to get round the sail bundle if I've been clumsy doing the 2nd reef

It's a pendant - it's use is known only by whoever lost it. Normally they're used to temporarily secure a block to a hard point.

Possibly, but with the loops together the diameter is pretty small - about two fingers worth.
