Anyone know anything about MVS maritime volunteer service ? (No i don't want to join)

noticed some old tug with peeps on board messing around the solent and entered cowes on Saturday night. they were also stationary near south ryde middle with what looked to be an orange marker in the water (no dive flag present) and a rib telling yachts to keep out of the way on Sunday.....

Any ideas who they are and what they do ?
