Motorboat and inflatable at Kingston

There were a bunch of 4 or 5 idiots in their twenties around Kingston Bridge this afternoon at about 5pm.
It was a sub 20ft beige motorboat pulling a doughnut behind as fast as it could go, then going around the arches in a figure if eight, oblivious to shouts from the houseboats. I wasn't ignored - I got the wankr sign.

The boat was called 'Quality Living'. It's the not the first time I've seen this lot carve the river up for a laugh, did anyone else see anything?

If witnessing this sort of thing, who do you call? Aside from Ghost Busters and No Regrets I mean.
