how many people on the coast would actually bother to take up this offer?

If they have the option of either,

a = just flushing out into the sea when next out cruising, or

b= take the time to go to the pump out station, moor up, go and get the free token, connect the hose, deal with the smell and then finally get round to going out on the boat.

I wonder which option the majority in that area will choose. Perhaps thats why the special offer is for that area only, as they know that not many people will bother to take them up on it. Whereas if they did offer that at the thames marinas, they would end up losing a lot of money ?
