I am buying a boat, 22' long, fin keel, and am looking for a mooring. Marinas do seem a bit expensive, a swinging mooring would be idea, but who do I apply to for a swinging mooring?
I asked Pool Harbour authority but they don't let them individually, they seem to block let them.

A masterly piece of understatement. Stick around, you'll hear a lot of comment on the subject, very little of it as polite as that!
 
If you're looking in Poole, you could try Mitchells Boatyard or Anvil Yachts. They usually have moorings available.
 
To try to put some figures on it........

In Chichester Hbr you could be paying around £380/year on a half tide mooring. You would lay down, but on a very soft mud base many fin keelers do this. Moving up to deep-water would cost around £800. I suspect swinging moorings in Poole Hbr are not that much different.

If you're willing to lay your own (or pay someone to lay it for you) you can still get deep water mooring space at Portchester sailing club (just outside Port Solent) for around £250 per year. Inside Port Solent (queue for the lock) about 10 times that amount.
 
Apply to Poole Harbour Commissioners to go onto waiting list to lay own mooring( I waited less than 1 year), meanwhile Hawkins Marine 01202 666446 let out individual moorings. Harry Price (don't know his number) also lets out moorings in Poole.
