The bargain price nature of a private mooring will prove very attractive to some boat owners.
Problem will come when asked to depart, a doubling or trebling of mooring costs (if they can find a marina berth,) will add to the difficulties of shifting them.

Isn't evicting a delinquent moorer on private land achieved by simply untieing their ropes (and power cable?) and loosing them off to the next weir?
