merry fisher 695 starter motor

HI,
I have a merry fisher 695 ,with a Volvo tamd 31 engine, .tried to start her today and would hardly turn over, put the meter on both battery's and showed 13 plus volts ,both isolating switches also showed 13 plus volts ,whilst turning key voltage dropped to 5 or 6 volts ,released key on switch and back up to 13 plus volts .The engine earths all look clean and well fitted
Problem i got is that i cant even see the starter ,underneath the cooler, does anyone know if it is possible to remove the starter without taking half the engine apart on this boat.
or is there something else i could try.

Why do you want to get at the starter when it is the batteries that are either flat or knackered?

i have just ordered 2 new batteries ,would they both be knackered showing 13v on both ,and the same thing happening with 1 isolator on as with 2 isolators on linking the 2 batteries .
i am preying its the batteries .but it has always starts 1st time and has an intelligent charger on a few hours every night .
