Mercury 40hp Blueband Problem

I'm in the process of getting together my first speedboat/outboard combination. I bought a 40hp Mercury (about 1980 I think) in December. When I picked it up the guy tested it for me by running it for about 30secs - 1min out of water. It seemed OK. I finally got round to starting it up myself last night (two months later) in a bin of water and it fired up OK but there was no water out of the tell-tale/pee hole. After a few seconds it started to clatter so I switched off. 1: should water come out of the tell-tale straight away? 2: how do you get the trim tab off as I believe there's a nut under it so's I can get the lower casing off to check the impeller. 3: Anyone any ideas as to what the noise was. Any help would be appreciated as I'm a bit disillusioned if, after all my work, I can't use it when I haven't even started boating yet. Alan
