Mercruiser 3.0 choke settings and sound proof matting (2 questions)

Does anyone happen to know the choke setting for a mercruiser 3.0, I've read that the flap should sit about 4mm open at cold start but not sure of thats right as its advice from the US. It does sometimes smell of fuel so I'm worried its flooding the engine. If anyone can offer the optimum setting for south England that would be great.

Another thing to add so I dont start a new thread.
Is the silver sticky back insulation /sound proof mats ok to stick to the inside of the engine bay? I've put it all round and has not made a bit of difference to the DB level but thought I'd leave it.

Get the OEM manual for your engine. You can get them 2nd hand from eBay. A bit pricey but worth every penny.
