Med advice - tender to the beach

I'm wondering if there ls a definitive answer to this in SoF..

I know that beaches with yellow buoys strung out are exclusively for swimming with no boats etc. However I was under the impression that beaches with no buoys at all could be landed in a tender. For example, today we anchored in Agay and then took the tender to a small non buoyed beach. We shut the engine off 50+ metres away from the shore and paddled in, and left the dinghy on the shore line with the engine raised. I thought I had done the right thing but a Police boat came along and said it wasn't allowed. I said that we hadn't used the engine and the beach was not buoyed but was told no tenders with the engine attached. He was very polite and said we could stay for the day, but not to do it again. I didn't intend to flout the rules but what are the rules exactly?
 
I thought as you described the situation , no yellow bouys then tenders can land .
The only explanation otherwise could be either some sort of private property rare , or a national park thingy , eco zone ?
 
So does this mean that if you want to launch and recover a sib from the beach this is also not allowed if you have an engine
 
On Leoube beach the private police were also stopping people from rowing an engined boat to shore. So I'm finding it interesting that the real police also do it.
I just remove the Torqueedo for the season and row. But I do try and anchor as close as possible to the buoys to make the trip as short as I can.
