The BORG website contains a lot of important information, while the official documents and reports run to 1000's of pages of often highly technical language.

Yes, the NE effort applies only to England. Scottish and Welsh Assemblies are doing their own thing. From what I gather the Scotish Assembly recognises the importance of the Tourist industry, including the Boating fraternity. The welsh on the other hand have managed to upset everybody by trying to establish a small number of total 'no go zones' without consulting any of the people affected, so not only the boating community but commercial and Tourist interests are up in arms land and sea!
