It was made very clear at the time that the remark was in relation to cleaning up flooding not towards future flood schemes, so it was never relevant rather than forgotten

Absolutely - but there are quite a few people who heard what they wanted to hear and have yet to realise that the scheme has a long way to go before it becomes reality - if indeed it ever does.
