Ban all yachts from entering the Red Sea and Indian ocean. Then on all merchant ships put a hand full of marines or other troops on each ship as it transits to lay an ambush (but NOT us troops) Bingo. Maybe some one els can figure out how to get the hostages already there out first.

But they are doing the same thing useing fuel, manpower, and looking for a needle in a haystack in a vast ocean. my way you drop a hand full marines or two SBS marines on a tanker then lift them off when the tanker is in safe waters, and you make the pirates come to you, for the sake of maybe a breakfast and lunch.
