Mariner 3.3 outbourd Water Pump Housing removal

Anyone have any experience of removing the Water Pump Housing on a Mariner 3.3. I have the skeg apart, the water pump bolts out and the plastic top housing, impeller etc off but the metal lower housing is stuck fast. So fast that it has broken but will still not come out of the Gear Housing.
 
If, as I suspect, it is similar to an old Mariner 2 (Yamaha 2), the lower metal housing is encased in plastic. To remove it you have to apply gentle heat (carefully applied small blowlamp) to soften the plastic.

Have you removed the circlip that holds the helical drive gear onto the bottom of the drive-shaft? This holds a shim (or two) in place and must be removed before the lower unit will drop. Keep it carefully on side (it's small) for re-use, along with the gear itself.

Thanks for the suggestions. For your info:
There was no circlip. The only way to remove it was to drill it out, it was corroded in. By the way the reason I am doing this is because the Top Oil Level plug was blocked and therefore the gear casing could not be filled with oil properly and there was salt in the oil level plug hole. It looks like it was the oil seal itself that was blocking the level hole. Anyone had this problem before?
Now, hopefully, all I have to do is buy some new parts and put it all back together. I am hoping that no special tools are required to insert the oil seal and bearing.
