Mariner 2HP flooding

My Mariner 2HP outboard has started to run rick. This used to be an intermittent fault, due to a sticking float needle, but has now become constant. Has anyone else had experience of the needle sticking on this engine? Have stripped the float chamber and there is no obvious problem, except that if the float drops too low the needle can get wedged and the float will not close the jet. I suspect some kind of wear ridge somewhere and propose to replace the float, spindle and actuating lever, as well as the needle itself - I don't think the jet is removable.

Have you checked that the float hasen't got fuel in it?
Shake it and listen.
If it has replace it or if its brass, drill a small hole to let the fuel out, solder up hole, immerse in hot water. The air inside will expand and bubble out through the leak. Solder up leak.

It sounds like you're on the right track. Replace the parts you suggested and see what happens.
