there indeed is quite a difference: in the 'small canals' as in, in the city, don't even try. You're not even supposed to go into the Grand Canal.

Outside, well. You may get lucky. A lot of people do. But, as you mentioned yourself, the CG is a force unto its own and they occasionally decide that they will Make You Comply With The Law, Damn It.

Behind Burano is the Torcello area I mentioned. Farther south (past Venice itself) is Poveglia. In other areas, I'd be wary.
