I can imagine a painter on the western side of the entrance to Littlehampton catching a vessel lowering and scandalizing the main to shoot the entrance in a strong SW wind

I too thought that they would certainly have known what they were doing. The harbour is visible in one photo and they may well be looking for sheltered water to complete the action. I often delayed dropping the sail, especially in the Baltic, knowing that there would be room in the marina, while other boats struggled in the rough water outside.
