Sealine 220 - Volvo 431

Running back from Yarmouth yesterday evening, i couldn't get above 2,500 revs

she revved freely enough without load and ran ok at lower revs. All the guages were ok too.

i'm thinking HT problem maybe ?

On a petrol engine its going to be something common to all cylinders i.e. fuel, rotor, cap, king lead. If its just an HT lead or plug then it will be a misfire and uneven running.
So check through distributor cap/rotor and fuel filters first, I've experienced faults in both of these to give your symptons.

Out of interest did the engine make any different noise when trying to get up to revs??

Only reason I ask is last time out, when we powered up engine was much louder and growly. After cleaning the mucky props all back to normal.

Wondering if it could be fouling causing the extra resistance??

Props looked ok and although she was a bit down on power, she got up on the plane on the run down to Yarmouth.
i did fill her up with 30 galls of water so added a fair bit of weight.
