Living aboard in Plymouth

HI , just have a few questions regarding moorings in Plymouth. I've got a 30 foot Dutch Barge currently at Yacht Haven Quay (whilst I recover from a broken leg up north !). The three options mooring wise I'm considering are Southdown Marina , Carbeile Wharf and possibly Weir Quay. Does anyone have any experience of trying to claim Housing Benefit in Plymouth ? Am currently looking for work , but it would be a handy safety net at the moment. Also do they charge Council-Tax ?
As a total newbie to the living on Boats business any other tips on living in and around Plymouth would be greatly appreciated.

You should have no problem getting assistance if the boat is your home,and you pay rent to a marina,council or bonafide landlord,you will have to pay council tax but should also get assistance with that if on low income.
However it would probably be prudent to wait till after lockdown to move there
