Bills appearing for the bigger boats first.

Retrospective bills for 2017, followed shortly by 2018.

Anywhere else in Spain collecting this? I seem to remember the Canaries doing this some years ago but don't know what happened.
 
It's collected everywhere we've been, in Atlantic and Mediterranean Spain, both T0 ("lighthouse dues") and T5 (recreational vessels tax) as part of the marina bill (ok, some of the smaller places in the Rias that worked their bill out by pocket calculator may not have done it). It usually appears as a daily rate based on square meters boat size on the marina bill, typically around €1.20 or so for our boat. It's not big deal if you're passing through, and the Portuguese had something similar.

Looks like your marina had neglected to collect this so far and is now catching up. Sounds like you're permanently berthed there, so you're being charged annually. There's a discount for that.
