Time to replace my webbing life lines!
Should I measure inside the shrouds or outside? and what breaking strain is recommended.
 
It depends on the shape/layout of your deck. On my boat you walk forward inside the shrouds so the jackstays are inside and run without touching or chafing on the shroud plates. Try to follow the walking route and have fixings where you can get a clear run.

I'm sure that the webbing sold for the purpose will be the right breaking strain. It might be best to have them made up with D rings and very strong criss-cross stitching. Jimmy Greens do them but they maybe cheaper at a local sail loft.
 
I think the rules say 2000kg min break. Don't shortcut on this, my mate did and when he needed them the most they broke. He is very lucky to still be breathing.
