I heard today that the sainted Ken Livingstone has suggested that a method of stopping cyclists jumping red lights and committing other unspeakable acts would be to license them and force them to display number plates. This brilliant idea, together with congestion charging, would obviously be equally applicable to boats in the Solent area and would, at a stroke, give a remedy to (and with luck silence for good) the posters who complain that they were "sailing close-hauled on starboard tack when a mobo/bigger raggy/PWC forced them to steer/spill their gin/have apoplexy."
Would have the added benefit of employing more IT experts to set up the camera number recognition systems, penalty notice enforcement etc. and think of all the extra buoys with big "C"s that could be entered as waypoints.
That and duty on diesel should make the Solent a much more pleasant place to be!

The only true solution is to ban the use of wind power between the forts and the needles and require everyone to use decent sized engines to maintain a minimum speed of 20 knots.

That way we can get rid of the rag heads zigzagging every where and getting in the way of real boats.
