Licences, ICC and CEVNI advice

Can anyone help please?
We have bought a Zodiac fastroller acti-v inflatable (3.4 metres long) and a mariner 15 hp outboard motor. We plan to take it to France in the car this summer to use on a large lake (a hydroelectric barrage) near St Flour where we have been before and hired small motor boats. My questions are -
do we need to register the boat in the UK or France?
do we need an ICC and a CEVNI for a lake?
do we need anything else?
The kids will be so dissapointed if we can't use the boat when we get there !!

We used to take a callapsable rib to france for years and never was asked for papers , just go for it if anyone says anything just shrug your shoulders like the French. ps make sure you are insured though.
