Lewmar HTX: Spigot does not rotate?

Dear all,
What am I not understanding?
I am gradually reducing friction on my in-mast main outhaul.
I initially bought a Selden double 50 (£35) to replace a critical stand-up block. After some further reading, I convinced myself I needed a ball race double 50 and bought a Lewmar HTX50 double (at almost twice the price of the Selden).
When I came to fit the Lewmar, its non rotating spigot meant that the sheaves were at a right angle to the line of the outhaul. To make it fit, I would have to remove, rotate (by 90 degrees) and remake the deck fitting so I fitted the new Selden instead.
If the HTX spigot is intentionally non-rotating - Why is it? (It does seem odd to make a block that has to be physically aligned by a deck fitting).
Any relief of my ignorance welcome.

That is what I would have expected, but If it does, the means failed to communicate itself to me. I tried push and turn (as in bayonet or keying). There was no help on the packaging. I am going to feel very stupid when the 'secret' is revealed!
