There is I believe an EA Customer Charter. They also have a 'Navigation Levels of Service' Unless of course the EA have phased it out. The levels of service clearly states that the EA will maintain a fairway between each lock and gives the minimum depth. It also gives lock manning hours: "We will provide trained, smart, helpful staff to assist craft through locks for the following periods and times" June to August 0900 to 1900, September 0900 - 1800 (18.30 Sat/Sun), October 0900 - 1700. Levels of service also states that they will "maintain sites and facilities to a high standard and respond immediately to complaints."
 
Wouldn't it be good if failure to provide the level of service resulted in fines, or partially handing the licence fee back; eg you go through an unattended lock on a Sunday & they give you £5 of your next licence.
