Sorry if it has been mentioned before, but since a few months you can download free and legal charts (provided by a European project to provide free river and canal information)

There are the inland waterways of Flanders, and more important, a link to all the charts of the Netherlands (complete - but no coastal info), and other parts of mainland Europe too.
They load directly into OpenCpn, but it takes a while as the database has to be reworked.
The charts are well up-to-date. I haven't been able to get depth info on the charts, but I may have missed something in the OpenCpn settings. Also, sandbanks are absent from view...
