leech line

i have an old main whose leech flutters a bit at first reef and a lot at 2nd. the cleat for the leech line is at the clew making it useless after putting in the reef. any suggestions? thks.

Most mains I have seen have a cleat at each reefing point on the sail.
Perhaps you could add, or get a sailmaker to add some cleats to the sail. Or even get them to remove some of the stretch on the leach.
Watch you don't put on too much leach line tension and have the leach going to windward.
