Methinks you need a new valve.

It sounds like the pin which conects to the ball has sheared. The only way you can get at the ball is by disassembling the whole vave. They are made in two parts, threaded together, with the ball and it's seals in between. If it is of any age, nature's welding has had its way and it won't come apart.

One possibility would be to drill into the ball into the side where the pin goes in or right round the other side (you could turn the valve round a bit if it helps) You would then use an easy out screw extractor or something like the square end of a file handle to turn it. Suggest you would drill a larger hole and then a smaller one.

Has the steel handle rusted and is rotating on the square ended shaft? From memory this happened to me and I could rotate the valve with a pair of molegrips or spanner? - assuming you can get at it! Otherwise DIY over a tide on the scrubbing posts but make sue you have all the tools available for any unexpected eventuality!

Replaced my heads seacock last year had the same problem as you,my handle had a screwdriver like end inside which had broken off ! which located into a matching slot on the ball (all of this is under the valve gland nut) . Problem only showed up on arriving with wife at the boat to leave on last years summer cruise I used a large screwdriver to open the valve and replaced the valve gland on return.
A very small amount of water escaped into the boat as the gland was unscrewed but only a sponge full.
