Leak in fuel pipe joint - use sealant ?

Our VP MD2040 has a steel pipe to collect the surplus diesel for return to the tank. The steel pipe only extends approx 2" from the engine where a standard (new) rubber fuel pipe is pushed on to the steel pipe (approx 20mm overlap) and secured with two correct size jubilee clips. The rubber pipe is a good fit however despite firming up the clip screws many times and cutting a new end on the rubber I can not stop the joint "bleading".

The volume of lost diesel is not great (maybee a spoon full per hour) it is smelly as it is running down the hot engine.

I assume that the steel pipe is distorted or oval.

As it is the fuel return and therefore not under significant pressue, Can anyone sugest a suitable diesel tolerant sealant (Loctite ?) that will seal the joint.

Any ideas welcome.

I would check the return system and ensure all the correct components are in place. It sounds like the system is blocked somewhere as when operating correctly there is no pressure in this system however it does collect leakage from fuel equipment operating at thousands of PSI so if blocked there would be leakage from a hose clipped joint. Is any fuel entering the fuel tank from this system
 
Jubillee clips are not great at small diameters. You are better with proper fuel pipe clips.

Yes checked for a blocked pipe and found that I could blow through the rubber return pipe so I have assumed that fuel could get through.

I used standard worm screw type stainless Jubillee clips, I'll try again with fuel clips as per your photo.
