Leak around deck filler

I have just discovered that we have a leak through the deck, and am pretty sure that it is around the deck filler for the fuel tank.

It appears to be attached with 3 stainless self tapping screws, I can feel the sharp points on the underside. I was a bit surprised that they were not machine screws with nuts. Is this the normal practice, and would I be OK to just remove, clean up and rebed using the existing screws, or should I refit it with machine screws?

Also what would be the best bedding compound to use for this?
 
Many thanks I will get on with it on the next dry day.

We were grumbling about the rain today, the first since we launched, but if it hadn't we might not have noticed the leak until seawater had got into the electrical panel which is in that vicinity.
