LDNPA Step Backwards On Fees

It's reported in the Gazette (but not on their site, and I can't find any other links) that the LDNPA have, for this year, 2007, reduced the registration fee to £10 for 1st timer registrants and £5 for renewals. They cite the SSR alternative as the reason.
This seems like a positive move, but doesn't address the following years' policy as yet.

I used to go quite often to Windermere and love the area but really cannot believe the incompetence of these people, and the spin they put on their feeble efforts.

Love the press release on their own website ... Windermere users see lake charges tumble.

From the safe distance of London it does rather seem that their raison d'etre (apart from self perpetuation) is providing solutions to that cost millions to problems that cost a quid
 
OK, there may be reasons why not that I'm not aware of, but why can't Windermere charge harbour dues like, say, Chichester Harbour. Or is it in the byelaws?

Or would that open up a completely new bag of worms, but bear in mind I have paid my SSR registration and then I pay harbour dues, not only for my boat, but also for my inflatable tender (because I may also use that away from my boat).
 
When the area is as breathtakingly beautiful as it was today I have to believe that the tenner it costs to register my new boat is the deal of the century.
