I am mind bogglingly thick and I haven't a clue what the latest spin is.

You are not alone - and the situation was seriously exacerbated by the staff manning the UKBA stand at the boat show. Every day, different forumites were told different stories by different oicks manning the stall. They ranged from "it is voluntary" to "how can it be voluntary, it is at our discretion whether we arrest you". It is clear that there had been no understanding of the issues involved by the "powers that be" or they would have briefed their people properly.

All we ask is a simple explanation of how we can possibly comply or an acceptance that, as we cannot comply, we will not be punished.
 
If I were in government and sone official told me I couldnt stop anything like this I'd simply remove all his funding - maybe thats why I'm not a politician.
Nice theory. But you are still labouring under the misapprehension that our elected representatives run the country. They don't! The civil service does. And the civil service does not cut its own funding.
