I started an e-group on Yahoo specifically for this style of question, where like-minded people could help and answer each other. It is proving to be a good site and I know that you will get good answers from the members ..... come on in - try it, its free !!
Personal input would be using 98SE as it has proper handling of Serial ports which most nav. progs want to use.
PS. Just brought a copy of "Micro Mart" it's full of Laptops from very little money to brand new, ideal to put on a boat where it may get wet, nicked or whatever!.
I intend to use an ordinary Dell this year and although I have XP I will load Win 98 and run it on that because it's pretty bullet proof.
I am however struggling to think how I can protect the laptop from damp salty air. I have thought that I could simply cover the keyboard with cling film to stop the splashes on a wet racing boat but there might be cooling issues. I am sure out there some where there is a kit that you can buy to offer some protection to the pc but I am buggered if I can find it!
There is a product available but "just for now' I have lost the URL. They are called "Skins" and come in packs of 5 I think. Was going to get some myself but I too was concerned with the heat problem. Will let you know if I find them! Jim
My old laptop uses windows 95 and runs Navmaster on the boat, I use my newer laptop with windows Me at home for route planning, both run equally well. The spray hood gives adequate protection on my yacht and I keep the laptop in a plastic bag to protect it when not in use. The main problem is the difficulty in seeing the screen if the suns out, ok I know its not a problem we encounter much, even so most of the time I have the laptop below, anchored to the chart table where it can be seen and its dry and safer.

I have a Celeron 550 Maxdata ... runs the lot, pick it up for about 400 notes s/hand.
I HATE 98SE .... it doesn't support my sheet-feed HP scanner that I need for work. So one of my old Siemen's NB's is back on 98 version 1 ..... and you know what - it don't crash !!!! All my others on Me, XP, 98SE, 2000 .... crash like there's no tomorrow !!!!
I have an old 486 sx for my pure nav calcs at the moment - but thats pushing it a bit .... ... log into GPS Nav group and I'll pass the best little nav program you can get .... calculates all your Mercators / Great Circles etc. very easy !!

Nigel, I'm very interested in your group. But the joining thing for Yahoo groups is SO tedious and they want SO much detail about you (what's my job and my exact postcode?). Cheeky bastards.
Thats not our experience as a software development operation. None of the 95/8/me derivatives offered decent reliability from a commercial standpoint. NT and 2000 were good, but XP has been far and away the best. Not only is it pretty reliable, but the power management (a big issue for portables) is in an entierely different league. The only weakness perhaps is pure DOS support - but then I havent needed to run a DOS program for at least 12 years. We do still develop and maintain a DOS application for our clients, and we do use XP for that, and it still works OK.
If your nav software wont run on XP, then personally, I would look for a more modern piece of software.
I have to say that in our work, the installation of 98 and its siblings rates as a sackable offence.
XP might be OK as the original OS on a new piece of kit, but for "upgrading" the OS on an existing computer with existing applications on it, forget it.
