Kernow recognised by the EEC - Hello Cornish ensign?

I am reliably informed that the EEC officially recognised Kernow (Cornwall) as its own state, a fortnight ago.

Does that mean Cornish boats can wear the Kernow ensign?

Surely that report originated more than a fortnight ago? More like 56 days ago?

...and I'm told that since the EEC has now recognised and accepted Cornwall as 'a state' in its own right (yet England on its own has never been recognised...) that wearing the Kernow ensign is AOK. No need to be concerned about being stopped. Wear with pride!

Just been notified by the RYA of the following,

Dear Piers

Thank you for your email.

The EEC has not recognised Cornwall as a country or as a member state - the UK Government has recognised the Cornish people as a "national minority" for the purposes of the Council of Europe's 1995 Framework Convention for the Protection of National Minorities!

Apart from various provisions prohibiting discrimination against "national minorities", one of the key provisions of the Convention is that "The Parties undertake to promote the conditions necessary for persons belonging to national minorities to maintain and develop their culture, and to preserve the essential elements of their identity, namely their religion, language, traditions and cultural heritage."

It is unclear what will be the practical implications of the UK Government's decision but, for the time being at least, red ensigns with Saint Piran's cross instead of the Union Flag in the canton are not proper national colours for the purposes of Part 1 of the Merchant Shipping Act 1995!
