KAMD300 maxing out at 2250 RPM

Gday guys! Hoping you can help...

Took the boat out for the first time (2nd owner, 268 Albemarle) and have an issue with the KAMD300 not revving above 2250 rpm. The blower was cutting in but no turbo. After 2250 rpm if i pushed the throttle further forward i just got an increase of black smoke.

Recently done all filters, fluids and and topped up with new fuel.

Turbo looks to be fine, turbine spins freely, no oil leaks.

Engine seems to running beautifully up to 2250 rpm.

Check the flap in the plastic Y induction piece isnt stuck

Check for boost leaks in all the pipe work. S/c should cut out around 2600 I think so looks like you’re losing air somewhere

Is the bottom clean and are the props clean

When was it last running well and what’s changed or been done between now and then
