KAD32 getting inhibitor in sea water system

I am trying to flush an antifreeze mix into the sea water cooling system on my Volvo KAD32s. I have been advised, and the manual confirms, that I should connect a hose to the impeller inlet, put the other end to a bucket and when I start the engine it will suck in the contents of the bucket. I have tried this but the water is not being sucked up. Can anyone tell me what is going wrong?
 
Airlock- put some water in the strainer first to cover the impeller ?before starting + keep bucket topped up .when ready add antifreeze to desired concentration.

What Ido. With mine kad300's and a Geny -
Go to Halfords buy a 1-1/4 inch mountain bike inner tube £6 .Cut it where the valve is - now you have a rubber tube connect one end to the inlet side of pump.( or the input seacock if Geny)
Then with hosepipe at high pressure fil it up -you can connect a. " funnel" to your new rubber hose thingy using an old 2 L plastic drink bottle or milk bottle etc Start engine ( although get it warm first before winterising )
Flush out with water then add antifreeze .

I use the hose and bucket method(that reminds me of a dirty joke)with my KAMD42's.I turn off the sea cock take out the filter and attach an old vacuum hose to it using duct tape.There must be a good seal or it will not suck from the bucket. That could be your problem.
 
I have a "rubber cone thing that people use to attach a shower to a tap", connected to a hose pipe.

Difficult to describe in words, but seals really well to the pump.
